GUWAHATI: The new SOP published by the Assam State Disaster Management Authority (ASDMA) on Wednesday has given the go-ahead for the reopening of schools for Class XII classes, graduation and post-graduation final year students from September 6.

Prior to the reopening of schools, vaccination for students and teachers will be held for three days this week. While a single dose vaccination has been made mandatory for both students and teachers, those who are below 18 years in Class XII have got relaxations as there are no vaccines for them yet.

“Heads of education institutions have to prepare a list of teachers, non-teaching staff, employees and students, who will have to be vaccinated and three days, Thursday, Friday and Saturday, have been earmarked this week for their inoculation,” state health minister Keshab Mahanta said.

Physical classes for GNM (general nursing and midwifery), nursing courses and that of technical institutions shall also be allowed to be started with at least a single dose of vaccinated pupils, teachers and support staff, read the SOP.

Thirty is the maximum number of students who will be allowed in a classroom and they will be divided into sections to maintain Covid protocol. For accommodation in hostels, final year students, wardens and other staff must get both the doses, Mahanta added.

The state government has finally allowed inter-district public transport from Wednesday after more than three months. But no passengers will be allowed to stand. Also, passengers must be inoculated with at least the first dose. The odd-even restrictions for vehicles have been withdrawn. Pillion riding on motorcycles may be allowed with at least one person being vaccinated and both wearing masks, the SOP said.

Respective deputy commissioners of districts have been empowered to declare areas as containment zones where more than 10 Covid cases have been reported in the last seven days.

Night curfew has been extended from 9 pm to 5 am. All offices, government and private, will function as usual but not beyond 8 pm, stated the SOP.

All business and commercial establishments, dine-in restaurants, hotels, resorts, dhabas and other eateries, takeaway of food items from restaurants and dhabas and other eateries, opening of sales counters, showrooms of cold storages and warehouses, shops dealing with groceries, fruits and vegetables, dairy and milk booths and animal fodder have been allowed to remain open till 8 pm.

Meetings and gatherings in the open or closed spaces will be allowed for 50 people if they have taken the first shot and intimated the local police. Prior permission of the jurisdictional DC may allow the assembly of 200 people (at least with one dose of vaccine) both for public and private functions and this will be applicable for closed spaces subject to the ceiling of 50% of the hall capacity, the SOP read.

Public gatherings will be allowed up to 50 people with a single dose of vaccine for marriages, funerals and last rites.
